Identificar los problemas de un arduo e incierto futuro y tratar de alcanzar una mayor resiliencia deben ser puntos que estén integrados en el diseño de las políticas. Si las políticas siguiesen sólo un procedimiento descendente, su implementación se vería afectada desde el principio.
Más allá de la crisis medioambiental, existen crisis paralelas relacionadas con las consecuencias sociales del cambio demográfico, la pobreza residual de muchas zonas y las profundas y persistentes desigualdades espaciales y sociales.
Excepto por el gran compromiso con la seguridad alimentaria, la economía rural en la política europea ha estado bastante desatendida. Es ahora a mediados del siglo XXI cuando los espacios rurales volverán a ganar vitalidad, pero como algo más que un lugar para la producción alimenticia y el cultivo de fibras.
¿Cuáles son los cambios fundamentales para que la Europa rural sea más resiliente a mediados del siglo XXI? En la cúspide de los problemas está la necesidad de mitigar el cambio climático y mejorar las estrategias de adaptación para las inundaciones, las sequías y las temperaturas extremas. La pérdida de biodiversidad y otras formas de daño ambiental, como la contaminación del agua, también afectan a la resiliencia. Europa puede liderar con el ejemplo, pero sigue siendo necesario castigar a los infractores del medio ambiente con impuestos en la frontera.
Hay proyectos que son pioneros en el cambio y que pueden fomentar otras iniciativas. Su generalización resultaría en beneficio de todos, pero es necesario eliminar los obstáculos que impiden su ampliación.
La Europa rural se encuentra a las puertas del cambio para poder mejorar enormemente su prosperidad y resiliencia, en la época en la que el mundo se encamina hacia los biomateriales para sustituir a los hidrocarburos, hacia sistemas alimentarios más locales y hacia energías más sostenibles. Esperamos tener pronto una visión colectiva europea bien definida de las vías de adaptación que debemos seguir.

1717 junio, 2021●(1 event)All day: Development of Innovative Land Actions on "Farm Restructuring" All day France Terre de Liens Date: 17-18/06/2021 The grassroots event organised by Terre de Liens was linked to RURALIZATION Work Package 6 on Access to Land. The event presented and promoted a novel land practice developed within this task, known under the name “Ferme de Sarliève”, which aims at transforming a large peri-urban industrialised farm into a citizen-led “territorial farm” hosting several new entrants, a farm incubator, and diverse agroecological activities. In addition, the event included discussions on the general RURALIZATION assessment framework as well as debates on how to best combine academic and practitioner perspectives to support social innovation. This event helped make known the work carried out within RURALIZATION and enriched the local community through the co-construction of new knowledge on how to scale up innovative land work. Stakeholders identified several discussion points in relation with the upscaling of the RURALIZATION novel land practice and they expressed interest and enthusiasm for the work carried out in RURALIZATION. Regarding the general project framework, they appreciated learning about RURALIZATION concepts. The “Rural regeneration” and “resilience” concepts in particular were discussed as they were seen as possible tools to support and communicate on stakeholders’ work to develop agriculture projects that provide local food, jobs, and environmental services. Regarding the novel land practice “Ferme de Sarliève”, participants underlined:
In the second part of the event, a brainstorming was carried out concerning other best practices which could be further investigated by the local community to support upscale of novel land practices. 18 possible projects and practices were cited (either by organisers or stakeholders themselves) and were discussed according to economic, social, and territorial criteria.
