Identificar los problemas de un arduo e incierto futuro y tratar de alcanzar una mayor resiliencia deben ser puntos que estén integrados en el diseño de las políticas. Si las políticas siguiesen sólo un procedimiento descendente, su implementación se vería afectada desde el principio.
Más allá de la crisis medioambiental, existen crisis paralelas relacionadas con las consecuencias sociales del cambio demográfico, la pobreza residual de muchas zonas y las profundas y persistentes desigualdades espaciales y sociales.
Excepto por el gran compromiso con la seguridad alimentaria, la economía rural en la política europea ha estado bastante desatendida. Es ahora a mediados del siglo XXI cuando los espacios rurales volverán a ganar vitalidad, pero como algo más que un lugar para la producción alimenticia y el cultivo de fibras.
¿Cuáles son los cambios fundamentales para que la Europa rural sea más resiliente a mediados del siglo XXI? En la cúspide de los problemas está la necesidad de mitigar el cambio climático y mejorar las estrategias de adaptación para las inundaciones, las sequías y las temperaturas extremas. La pérdida de biodiversidad y otras formas de daño ambiental, como la contaminación del agua, también afectan a la resiliencia. Europa puede liderar con el ejemplo, pero sigue siendo necesario castigar a los infractores del medio ambiente con impuestos en la frontera.
Hay proyectos que son pioneros en el cambio y que pueden fomentar otras iniciativas. Su generalización resultaría en beneficio de todos, pero es necesario eliminar los obstáculos que impiden su ampliación.
La Europa rural se encuentra a las puertas del cambio para poder mejorar enormemente su prosperidad y resiliencia, en la época en la que el mundo se encamina hacia los biomateriales para sustituir a los hidrocarburos, hacia sistemas alimentarios más locales y hacia energías más sostenibles. Esperamos tener pronto una visión colectiva europea bien definida de las vías de adaptación que debemos seguir.

22 noviembre, 2020●(1 event)All day: Dream Inventory Research All day Netherlands Technische Universiteit Delft Date: 2/11/2020; 11/1/2021 Initially, this dream inventory research would happen by organising physical events. Due to Covid-19, the physical events had to be cancelled and were replaced with an online survey and TU Delft organised a number of focus groups in which respondents of the online survey could further elaborate on their dreams. Moreover, this gave the researchers the opportunity to ask deepening questions and to disseminate the Ruralization project to relevant rural youth. The events were organised in the Fall of 2020 and in early 2021. Initially, they were organised as physical events. However, a second Covid-19 wave made it necessary to organise the focus groups as Zoom meetings. Nonetheless, the first event was physically organised in the village of Bruinisse. During the events, the researcher presented the WP4 results for the relevant region and asked participants how they explain these results. They could also give personal examples and discuss ways to improve their opportunities to realise their dreams. The events were very valuable in preparation of the Regional Workshops for WP4, in which regional stakeholders could discuss the regional outcomes of the WP4 research. Furthermore, participants said that the event helped them to think about their own future and to learn from each other. Most participants recognised the Dutch WP4 dream inventory results. They explained that despite a huge interest of rural youth to stay in their own region and from urban youth to start living rural, the governments on all levels are focused on creating residential opportunities for young people in urban areas. This makes it very hard for vital young rural generations to stay in their own area. Participants added that the prices for both land and housing are so high, that it is hardly possible to enter the housing market or become a farmer. Specifically, multiple participants presented personal ideas they had developed to solve the lack of housing, such as using empty lands close to their current settlements to set up temporary and flexible houses, with a lower rent. Although these ideas had often also been presented to relevant local stakeholders, participants complained that they received lukewarm responses to their proposals. Eventually, nothing seems to change. This is a cause of frustration for participants, who are disappointed after actively seeking to improve opportunities for young people in their respective local areas. In conclusion, the grassroots events were helpful for both the researchers and, more importantly, the young participants. The researchers received valuable insights on how young people dream about their future and why some elements are important to them. Young participants learned from each other, from the researcher and had an inspirational night in which they strengthened their knowledge on how to create more opportunities for rural youths. 2626 noviembre, 2020●(1 event)All day: Farm Succession All day Belgium De Landgenoten Date: 26/11/2020 This Grassroot Event was focused on the topic of farm succession. Initially, De Landgenoten wanted to organise two regional events where successors and transferors of agro-ecological farms would be able to meet and exchange in an informal setting. However, due to covid restrictions, they were forced to organise an online event. They switched between presenting information, leaving space for questions, storytelling through the 3 testimonials and actively encouraging participants to share their personal stories and needs. Participants were already quite familiar with the challenges rural areas face in regard to rural regeneration and generational renewal. During the workshop, De Landgenoten facilitated a deeper look into the concept of ‘access to land’ using the analytical framework used in D6.1 (Innovate land practices for an agricultural transition and rural regeneration: documenting and analysing current practices), as well as the idea of farmland in joint ownership as a possible lever to facilitate farm succession. Stages of farm succession were also analysed: from the point of view of the successor as well as the point of view of the transferor. There was also a space for all participants to present themselves and their plans in order to forge possible collaborations. One of the biggest concerns that participants brought up is related to the high land prices, the complexity of farm succession processes, constraints on what is legally allowed on certain plots of land (due to heritage legislation for instance), among others. As a conclusion, it was noted that there is a need for a follow-up in regard to several aspects on farm succession: ways to connect offer and demand (cf. the matching platforms we presented), in-depth workshops on several topics (legal, financial matters, as well as the delicate social process that is inherent to farm succession), more elaborate exchange with farmers who went through the process of farm succession and their experiences. Farm succession proved to be a relevant topic. There was indeed a big enthusiasm among participants to look into this topic in more detail. Online |
