Category: Ruralization events8:00 am: RURALIZATION FINNISH NATIONAL CONFERENCE

8:00 am – 10:00 am
4 March, 2021

Event agenda:
• Translating the findings: Research Director Tuomas Kuhmonen, FFRC/UTU
• Official reflection: Minister of Agriculture and Forestry Jari Leppä
• Experiences of enlightenment: A real living young person Kaisa Oinas-Panuma (The Association for Rural Culture and Education MSL) and (so far) still not cynical rural developer Sinikka Koivumäki (Leader Liiveri)
• Wondering together: Random breakout rooms

Event description

The event was organised to disseminate the findings of the foresights analysis (WP4) of the RURALIZATION project and has been rated as very successful. It was organised as a joint effort by the FFRC/UTU and the National Rural Network. A short invitation can be found through the following link.

The participants reflected the presented trends through the Menti platform and described the most probable future of the rural areas with one word. The most common words were “diversified”, “empowering”, “vital”, “peaceful” and “mysterious”.

After the presentations and comments, the participants were split randomly into breakout rooms to hold individual debates. They were asked to write one issue regarding a trend or a dream worth of special attention in the chat. The most common topic was related to enabling and empowering, to making regeneration of the rural areas possible for various actors. This reflects the setting where there are opportunities, but even more obstacles. In addition, a number of other topics were mentioned, including remote work, nature-based welfare, new opportunities for rural housing, local food and production of more visions.

Category: Ruralization eventsAll day: Rural repopulation, generational renewal and access to land: recent data, innovations and trends from a Catalan and European perspective

All day
10 March, 2021

Event description

The event was held online and has been rated as fairly successful. It included two main parts: on one side a one-hour conference describing the main work packages of Ruralization, and some of the results so far; and on the other side a one-and-a-half-hour debate on the future of rural areas and the agricultural sector after the pandemic.
The 5 representatives in the debate were asked three questions, after the XCN presentation:
1. What would you highlight of the project/presentation?
2. What are you doing from your organizations to support agricultural and rural regeneration? 3. What will be the future of agriculture and rural regions after COVID?
The representative from Agrarian Park of the Metropolitan Area of Barcelona recalled the relevance of proximity to urban areas, because of their job markets and public services supply, as it is highlighted in WP4. Thus, she was proposing to reinforce transport infrastructures, especially for those remote rural municipalities which are located further away from cities and do not have such easy access to jobs and services. In terms of access to land, they are promoting farm incubators (testing land plots) for new entrants.

Dialogue
• What are the perspectives of policy makers?
• Are policy makers familiar with the topic?
• What inputs and insights do policy makers would like to get from RURALIZATION?
Hans-Albrecht Wiehler, Kulturland eG

Event description
The event was designed to involve policy makers from the federal and the regional parliaments dealing with the sector policies concerning agriculture and rural development. We were aiming at involving them by showing real people that would tell their personal story and give insight into their practical experience as new entrants. We were trying to avoid pointing at inadequacies of the current policies and instead suggesting new fresh concepts that would show a way forward amidst fiercely held discussions about the CAP reform process.

Regarding main experiences and results from the discussion, there was a very engaged and open discussion in which very different perspectives were brought forward. We were surprised that especially policy makers from the Länder-level were not aware of the potential for changing the situation for new entrants by legislative reforms. The discussion gave rise to the hope that we could form a group of policymakers that embrace inputs and insights generated by the RURALIZATION project on a regular basis.

Category: Ruralization eventsAll day: Co-creative Workshop: Access to land

All day
26 March, 2021

Event agenda:

10.00-10.30: Introduction (what is this event about, what is the link with RURALIZATION, introduction on the analytical framework (D6.1) used to guide the discussions)

10.30-11.30: First discussion round in 6 subgroups

11.30-11.40: Short break

11.40-12.20: second discussion round in 6 subgroups

12.20-12.30: Concluding remarks

Event description

The event was set up as a co-creative workshop. In the long run De Landgenoten is planning to work towards policy recommendations on access to land for agro-ecological farmers. This workshop was supposed to be a steppingstone towards that larger goal. The overall topic of 'access to land for agro-ecological farmers' was split-up in 6 subthemes. For this the first part of the analytical framework from D6.1 of RURALIZATION was used, which distinguishes 4 main aspects of land that are socially and institutionally regulated: land(use) transfers, relation between landowner and user, changes in use and the use of agricultural land itself. The partner translated or refined this framework to the Flemish context by adding two extra aspects 'non-agricultural use of agricultural land' and 'public land'. The distinction between these aspects helped to streamline the discussions.

11:00–11:45 - Discussion: The role of national and regional stakeholders in spurring rural regeneration
11:45–12:00 - Summary

Event description

The conference was described as fairly successful. The target group of this event was mostly public administration of various levels. In practice, most participants of the meeting came from three national agencies – the National Network of Rural Areas (KSOW), National Centre for Agricultural Advisory Services in Brwinów (CDR) and National Centre for Agricultural Support (KOWR) – as well as from a regional stakeholder, the Institute for Territorial Development (IRT), which is a development and planning agency forming part of the regional government of Lower Silesia. Apart from this core group, the meeting was also attended by some individual participants from local and regional administration, educational institutions and private persons.

The meeting was mostly structured around regional issues – and with some focus on Lower Silesia, given the background of the stakeholders – but with an emphasis on using the case of a region to inform the policies introduced at the national level that are aimed at helping rural areas in other regions thrive. In the first part of the meeting, UWr presented basic information about the RURALIZATION project and its main findings so far – the results of the trend analysis and Future Dreams survey from WP4. Given that this event was followed by a WP4 regional workshop later at the same day, discussion was devoted to general topics related to the specificity of Poland in the context of European trends and dreams, the ways in which the project results can be translated into policies and the role of various stakeholders in that process.
